Kimberly Cowley
Kimberly manages a quasi-experimental external evaluation of a U.S. Department of Education (ED) Investing in Innovation project. She also leads the internal evaluation of an ED Comprehensive Center tasked with building the capacity of state education agencies to carry out education reform efforts, and serves as a member of a team evaluating a National Science Foundation Inclusion across the Nation of Communities of Learners of Underrepresented Discovers in Engineering and Science (INCLUDES) project. She recently served as a member of a team evaluating a national child welfare Center for States tasked with building the capacity of state welfare agencies to strengthen and implement child welfare practice.
Kimberly has conceptualized and managed numerous research and evaluation studies, including randomized control trials, quasi-experimental designs, implementation studies, and case studies. Her responsibilities have included project management, supervision, instrument development, quantitative and qualitative data collection and analysis, reporting, and client interactions. She also has experience serving on various institutional review boards and serving as a panel reviewer for a variety of ED grant programs.
Kimberly earned an Ed.D. in Curriculum and Instruction from Marshall University and a Certificate in Evaluation Practice from The Evaluators’ Institute. She recently completed the What Works Clearinghouse online training modules for Group Designs and received Bronze Level Certification in the Kirkpatrick Four Levels Evaluation Certification Program.
Kimberly has authored or co-authored more than 75 research and evaluation reports and made more than 40 conference presentations. Her dissertation received a third-place award from the Rural Education Special Interest Group of the American Educational Research Association (AERA), and she has received nearly a dozen awards from the AERA Division H Outstanding Publications Competition for reports she authored or co-authored.
